How can I open the umbrella all the way?

I received a Tote umbrella as a gift over a year ago. I went to use it for the fiirst time -I could not get it to open up all the way. There is no button or device to open it up as most umbrellas have.

My 80 year old aunt from Berkeley, California is looking for a store near her that carries the Totes hip length rain jacket. Your outlets stores are all to far from her home. Aunt Kay does not have a computer so she can not order on line. Any suggestions??? Thanks in advance.
